 The City of New Orleans, Office of Independent Police Monitor, is now accepting applications for the position of Chief of Audit and Review.


Office of the Independent Police Monitor shall monitor the New Orleans Police Department, particularly in the areas of: civilian and internally-generated complaints; internal investigations; discipline; use of force; and inĀ­-custody deaths. The Independent Police Monitor shall review and analyze the numbers and types of complaints; assess the quality and timeliness of New Orleans Police Department investigations; review the adequacy of data collection and analysis; review the public integrity bureau's policies, procedures, and resource needs; conduct risk management reviews; review the operations and effectiveness of New Orleans Police Department "early warning system"; review specific issues regarding supervision, training, and discipline; conduct relevant pattern analysis; and other tasks to ensure New Orleans Police Department accountability, transparency, and responsiveness to the community it serves.

POSITION DESCRIPTION

The Chief for Audit and Review (CAR) assists the Independent Police Monitor in developing long and short term goals and objectives for the Audit Section. The CAR has primary responsibility for developing and implementing audit and review plans and monitoring their effectiveness; reviewing project plans and draft work projects; and recruiting staff within the OIPM to assist in these projects. The CAR provides day-to-day supervision and technical advice to staff assigned to Section projects. The CAR conducts audits, as well as analyzes all audit results, reports and reviews for recommendations to the Independent Police Monitor, and Deputy Independent Police Monitor.

MINIMUM QUALIFICATION REQUIREMENTS:
  1. Active license as a Certified Public Accountant (CPA) or any two (2) of the following: active certifications as a Certified inspector General Auditor (CIGA), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), Certified Governmental Financial manager (CFGM) or Certified Law Enforcement Auditor (CLEA).
  2. A Master's Degree in accounting or a related equivalent graduate degree from an accredited college or university with at least (18) semester hours of graduate level accounting courses.
  3. Six (6) years of auditing experience participating in audits performed in accordance with standards specified by the American Institute of Certified Public Accountants or standards specified by the Comptroller General of the United States (Yellow Book). Governmental auditing and/or public auditing experience preferred. Experience with data analysis tools (IDEA, ACL, Active Data, etc.) is also a plus. Two (2) years of this experience must have been in a supervisory capacity and must have been within the last ten (10) years.

Civil Service has extended the application period in order to receive more qualified applicants. OIPM wishes to fill this position as soon as possible. The Independent Police Monitor shall review and analyze the numbers and types of complaints; assess the quality and timeliness of New Orleans Police Department investigations; review the adequacy of data collection and analysis; review the public integrity bureau's policies, procedures, and resource needs; conduct risk management reviews; review the operations and effectiveness of New Orleans Police Department "early warning system"; review specific issues regarding supervision, training, and discipline; conduct relevant pattern analysis; and other tasks to ensure New Orleans Police Department accountability, transparency, and responsiveness to the community it serves.

The Management Development Analyst will assist the Independent Police Monitor in taking police commendations and complaints; managing complaint and commendation data; interacting with civilians who wish to make complaints or commendations and assisting in complaint and commendation outreach.

Minimum Qualification Requirements:

A Bachelor's Degree from an accredited college or university. Official college transcript or original college diploma must be presented at the time of application.

Kind of Examination

A written test, weighted 100%.

The Management Development Analyst I examination is a written test designed to measure: Basic Management Principles, Decision-Making & Organizing, Interpersonal Skills, Written Communication and Mathematics.

This is an original entrance examination.

General Information

DOMICILE requirements are currently waived for the purpose of application. However, all new full time employees hired into this classification on or after January 1, 2013 must be domiciled in Orleans Parish within 180 days of hire.

This position is subject to a background check for any convictions related to its responsibilities and requirements. Employment is contingent upon successful completion of a background investigation including criminal history. Criminal history will not automatically disqualify a candidate.
